The Assistant General Manager, Infrastructure & Planning will be responsible for but not limited to managing the Facilities Maintenance Supervisor and the Stakeholder Liaison position. Assisting in the administration of roads, drainage, water and wastewater projects.

The incumbent will also assist the General Manager, Infrastructure & Planning in the daily operations of the department and assume the General Manager’s responsibilities in their absence.


  • Liaise with the Managers of Environmental Services; Planning & Development; Operations and Construction & Maintenance to stay informed of current and foreseeable issues, and to offer assistance, advice and support.
  • In the General Manager’s absence, act on their behalf as the spokesperson for Infrastructure & planning department.
  • Assist in the preparation of environmental assessments / master plans, studies, design briefs, reports and approvals for Municipal infrastructure and servicing projects. 
  • Responsible for the design reviews and assisting with project management of Municipal and transportation projects such as: water supply and distribution, pump station design, sanitary and storm sewer systems and site grading, arterial and collector roadways, business development.
  • Develop detailed specifications.
  • Ensure that the projects' needs are met in a timely and effective manner.
  • Analyze available data pertaining to assets (condition, criticality, age, costs) to determine an optimized plan for future operations growth, renewal and replacement.
  • Assist with the development of sustainable financial models for asset life cycle costing under a variety of scenarios.
  • Responsible for contract administration, tender review and vendor liaison.
  • Maintain project planning documentation including schedules, budgets, cost control processes and work procedures.


  • Client relationship development and management.
  • Liaise with government and regulatory authorities and contractors.
  • Other duties as assigned.


  • To perform this job successfully, the individual must be able to perform the duties listed above to a high degree of quality, timeliness and precision.
  • Preferred APPEGA licensed Engineer with 5-10 years’ experience in Municipal Engineering.
  • Minimum requirement Post-secondary education in Engineering or Civil Technology or a combination of equivalent education and experience.
  • A minimum 3 years’ experience / knowledge of construction, design, finance and management required. 
  • Project management experience.
  • Working knowledge of asset planning and life cycle management.
  • Class 5 drivers’ license.


  •        Proficiency with Microsoft Word and Excel.
  •       Superior communication and interpersonal (tact, diplomacy, influence, etc.) skills essential.
  •        Ability to interact well with, and respond to inquiries from all levels of employees, including Management, Council and Ratepayers.
  •       Must be self-motivated, and able to work with little or no supervision.
  •       Demonstrated leadership capability.
  •        Excellent organizational skills.
  •        Ability to work with asset management and GIS systems.
  •        Ability to interpret, implement and adhere to organizational policies and procedures. 


  •   Extensive use of computer and telephone.
  •     Subject to working in a climate control building.
  •     Subject to working in outdoor environment – heat, cold, dry, dusty and / or wet conditions as well as insects, bees and wildlife.
  •     Normal working day consists of 7.5 hours; however occasional overtime may be required.


  •        All personnel working at the Municipal District of Greenview are governed by the Municipal District Health & Safety Policy.
  •        Ensures all operations are conducted in a safe manner and in accordance with Municipal District Policies and Occupational Health & Safety Regulations.
  •        Adhere to construction safety procedures.
  •        Required to wear correct Personal Protective Equipment as per safe job procedures.
