Job Description

Are you a sharp, analytical and experienced finance professional with a strong background in treasury? Do you have what it takes to succeed in planning, managing and continually enhancing the treasury function and contributing to the development of the risk management program for Strathcona County?

 

In this role you will provide leadership to the County’s treasury management program to ensure the organization effectively manages cash and debt and optimizes investment performance. Working within a broad framework of policies and principles you would manage debenture and other financing, deferred revenues and deposit liabilities, investments and reserves, banking, cash forecasting and accounts receivable activities to facilitate effective and efficient financial management, business operations and strategic and business decision making within the County.

You would also provide leadership to the County’s risk management program, including assessing and controlling the risk of accidental loss throughout the organization. You would also manage the administration and resolution of insurance claims for the County. Furthermore, you would support the Director, Corporate Finance and the CFO to achieve the County’s financial mandate and goals by providing treasury and risk management expertise and consultation at department and corporate levels.

Responsibilities

  • Manage and provide direction regarding the investments and cash flows ensuring appropriate internal controls, accounting and regular reporting to the Director Corporate Finance, CFO, Executive Team and Council
  • Manage the County’s banking and payment methods, debenture financing, deferred revenues, deposit liabilities and corporate accounts receivable
  • Partner with Corporate Planning to identify available funding and develop funding strategies for multi-year budgets
  • Manage reserve funds, corporate processes and policies to ensure appropriate accounting, approvals and strategies to meet the County’s operational and future needs
  • Oversee the analysis of insurance coverage and interpretation of policy coverage; manage major insurance initiatives and manage the administration of liability claims
  • Recruit and manage highly skilled professional and technical staff members by leading, mentoring, training, determining priorities, managing and evaluating performance and developing skills and knowledge to meet succession planning needs
  • Develop and establish policies and procedures for the treasury and risk management programs
  • Provide advice and consultation pertaining to issues, opportunities and challenges associated with the treasury and risk management programs, including questions raised during Council meetings

Skills and Abilities

  • Ability to understand, analyze and synthesize information to develop innovative and creative solutions for financial, risk management and /or business issues
  • Excellent supervisory and management skills to develop and mentor towards team excellence
  • Excellent interpersonal and relationship management skills, with the ability to interact effectively with various teams and within a political setting
  • Excellent verbal and written communication and presentation skills
  • Proficiency with Microsoft Office, business software and financial information within an integrated ERP system
Qualifications

  • Bachelor’s degree in Commerce or a related field with an accounting designation is required along with at least 10 years of directly related experience in progressively responsible senior financial positions, including treasury and risk management programs
  • Demonstrated experience in a Treasury management function within a Municipal setting is a requirement
  • Experience communicating complex issues and ideas effectively to diverse audiences 
  • Knowledge of relevant provincial legislation, public sector accounting standards, and municipal policies and procedures
