Director of Public Operations

Lethbridge County is looking for a motivated and proven leader to join the County as the Director of Public Operations. Reporting to the Chief Administrative Officer (CAO), the Director of Public Operations will provide strategic and technical advice to County departments, Council, related working units and committees on a variety of operational matters. This position will play a significant role in overseeing and managing the operating budget, establishing best practices in managing public operations and promoting a team focused workplace designed to service the community with respect and accountability.

 

This position requires strong technical skills and a broad range of experience in a multi-faceted and fast paced organization.  The Director of Public Operations is responsible for the safe, effective and efficient operation of the Public Works, Utilities (Water & Wastewater), Agricultural, and Fleet operations for Lethbridge County.  This includes but is not limited to, management of the construction and maintenance of County roads, water and waste water systems, the operation of solid waste systems and the development and maintenance of agricultural services, municipal parks and the fleet to support these functions

 

The Director will be accountable for leading Public Operations, ensuring communication and follow through of County goals, objectives and priorities developed and approved through strategic planning with Council.  The ideal candidate will have a comprehensive understanding of municipal government, strong leadership skills and the desire to lead and strive for continuous improvement on a daily basis.

 

Responsibilities included, but are not limited to:


      Ability to develop and maintain effective working relationships with a wide variety of people, including all levels of employees, council, senior management, private and public officials, business and community leaders, advisory boards, union officials, neighboring municipalities, regional partners, Alberta Transportation, Alberta Environment and Sustainable Resource Development, and the general public.

     

      Proven leadership skills with the ability to delegate, set clear expectations, train, develop, motivate and manage staff.


      Demonstrated decision-making and problem-solving skills.


      Ability to plan, organize and direct the work of public works, utilities, fleet and agriculture services.


      Proven experience in municipal public works such as planning, design, maintenance, and construction.


      Responsible for overseeing the day-to-day, seasonal, and annual planning, procurement, operations and maintenance activities of Public Operations.


      Strong communication skills and the ability to prepare and create clear and comprehensive written reports.


      Leads the ongoing implementation and maintenance of the County‚Äôs Health and Safety Program


      Develops, implements and communicates goals, objectives, budgets, and priorities for Public Operations.


      Provides advice, support and assistance to the Chief Administrative Officer, the Reeve, Council, and County staff members.


      Strong technical and computer skills (Microsoft Office, GIS, GPS, work order management system).


In addition, you will require the following education and experience:

A minimum of ten years of professional, technical and management experience dealing with municipal engineering issues.

Post-Secondary education in engineering, business administration, public administration, or related discipline, other equivalents may be considered.

Supplementary certificates or designations in local government programs, project management, water or wastewater or related field considered an asset

Experience as a member of a senior management team and working with elected officials

Understanding and application of the Alberta Municipal Government Act, Occupational Health and Safety Act and Regulations, the Water Act, Alberta Environment Legislation and other applicable Provincial and Federal Legislation.

Emergency Response experience would be an asset.
